Article 91 (A): Framework article for the PNSAC protection and safeguard regime. It states that in areas subject to protection regimes, acts such as loteamento and construction of buildings, reconstruction, alteration or enlargement, and construction of walls and fences are prohibited unless allowed under the chapter. It also identifies permitted and conditioned infrastructure and energy-utility acts, and flags that several land-use and construction actions need ICNF involvement.
Article 90 (Artigo 90.º): Contains PNSAC rules on tourism and land-use in protection regimes. It permits nature-tourism typologies including turismo de habitação, turismo no espaço rural, and campsites/caravan sites. It also states that projects should preserve and enhance existing built heritage and that isolated dwellings and tourism buildings with effluents must connect to municipal drainage or use watertight pits/other effective treatment systems. For nature-tourism works, the article sets: maximum building height of 3,5 m, maximum footprint of 50 m2, and maximum number of floors of one; for amplifications, maximum footprint increase of 50 % up to 200 m2 for own housing and 500 m2 for nature-tourism enterprises.

It also prohibits intensive livestock operations such as pig and poultry units, except existing duly titled/licensed ones.
- access width: 7 m
Article 151 (D): Further PNSAC prohibitions and conditioning. It prohibits opening new roads, paths or accesses and widening or modifying existing ones when they significantly destroy vegetation cover, as well as the installation or enlargement of agricultural, agro-livestock and agro-industrial operations, greenhouses, nurseries, irrigation projects, wastewater treatment installations and temporary or permanent yards. It also provides that nature-tourism enterprises, leisure/recreation facilities and mineral extraction expansions are subject to the protection regime.
Article 166 (O): Addresses mineral-extraction expansion and closure rules in PNSAC protection areas. Expansion in type II partial protection areas may be authorized if degraded area of the same exploration is recovered at double the intended expansion size. In complementary protection areas, expansion may be authorized after recovery of an equal area from another licensed or degraded site. Article 91 (A): This is the core PNSAC regime article introducing the protection framework and listing banned and conditioned acts. It prohibits lotting and works of construction, reconstruction, alteration or enlargement in protected areas, and also regulates conditioned infrastructure, energy, water, sanitation and tourism-related interventions. It is relevant as the umbrella rule for the rural protected zone, but it does not itself fix detailed buildability parameters.
Article 162 (K): This article sets agricultural and livestock activity rules in the PNSAC protection areas. In protection partial type I, agricultural and livestock activities are prohibited when they alter natural topography or convert natural areas into agricultural areas, and all agricultural activities and land-use changes are conditioned. In protection partial type II and protection complementary type I, all agricultural activities and land-use changes are conditioned, as are intensifications of cultivation on areas larger than 1 ha. In protection complementary type II, the threshold is 2 ha.

Article 151 (D): This article lists acts subject to ICNF opinion in the PNSAC protected areas, including opening new roads/accesses, agricultural and agro-industrial installations, irrigation projects, wastewater treatment installations, tourism of nature, leisure and recreation equipment, and mineral extraction. It is relevant to construction feasibility in the rural protected zone because it frames which developments need prior assessment, but it does not by itself set the core buildability index or height rules.
Article 150 (C): This article contains additional prohibitions in the PNSAC protected areas, including restrictions on new intensive forest stands with rotation under 12 years, roads/accesses wider than 7 m, tourism developments other than tourism of nature, and intensive livestock operations. It also forbids construction on slopes over 25 % and industrial type 1 and 2 outside industrial areas. It is relevant as a limiting rule for rural development, though it does not provide the main buildability parameters for the queried designation.
- access width (new or widened accesses): largura total superior a 7 m
Article 155 (F): This article continues the PNSAC protected-area prohibitions, including new overhead power lines, mineral extraction expansions, energy infrastructure and lotting/construction operations. It also repeats the prohibition on alterations to natural relief, conversion of natural areas to agricultural areas, soil reworking, afforestation with non-native species, widening existing accesses beyond 3,5 m, and underground infrastructure outside the existing road network. It is relevant as a restrictive rule for the rural designation, but it does not fix a full buildability regime.
- existing accesses widening limit: 3,5 m
Article 166 (O): This article regulates mineral-extraction expansion and restoration in the PNSAC protected areas. It sets recovery-linked conditions for enlarging quarry/extraction areas and requires removal of associated installations upon closure. It is relevant only as a sectoral constraint; it does not provide general rural buildability parameters for the queried zone.
- expansion of mineral-extraction operations (area over 1 ha): até 10 % da área licenciada à data de 13 de agosto de 2010
