Classificação da áreaMunicipal zoning includes, at minimum, (i) “Espaços de atividades económicas” (economic activities spaces) and (ii) “Áreas de Edificação Dispersa” (dispersed building areas), plus protected-environmental areas such as the APE (“Área de Proteção e Enquadramento”) that restrict building in their surroundings.
Limite geral de alturaGenerally: up to 2 floors; maximum facade height 9.00 m (basements allowed for technical/parking uses). In some situations, facade height may reach 10.7 m.
Estilo de construçãoNo explicit municipality-wide architectural style requirement is stated in the summary. A “Frentes de Qualidade” regime exists for façade conservation/alteration, including sun/shading considerations, respecting zones of the Historic Center.
Pontos-chave
  • In economic activities spaces, only compatible complementary uses are admitted; residential use is not allowed except for pre-existing housing; construction/civil engineering construction sites are allowed; tourist developments are not admitted except isolated hotel establishments.
  • In APE (Área de Proteção e Enquadramento), building is restricted; only indispensable installations for operation/maintenance and supply/sanitation infrastructures and renaturalized routes are allowed, per the applicable regime.
  • In Dispersed Building areas, housing and agricultural/forestry dominant uses apply; complementary uses may include local trade/services, collective-use equipment and certain tourist development types (e.g., tourism of “habitação”).
  • Dimensional/ground-occupation constraints include: IUS (Land Use Index) baseline 0.2; maximum soil impermeabilization index 80%.
  • Environmental and risk constraints apply municipality-wide through designated zones/maps: wildfire risk (PMDFCI + legal constraints where applicable), flood zones, underground water protection zones, REN/RAN protections, geological resources restrictions, and façade-quality controls (Frentes de Qualidade).
Planos futuros
  • PIR da Culatra is noted as being in force upon approval and publication by the competent entity.
  • Agro-Urban Park and NDT (Núcleo de Desenvolvimento Turístico) are foreseen with specific edificability regimes.
  • In certain areas, the RERAE (regime for regularization of economic activities) may apply, potentially exempting partial compliance with PDM prescriptions by decision of the Decision-making Conference.
NotasKey general parameters noted: IUS baseline 0.2; IUS up to 0.7 for operations not covered by effective plans; buildings may include basements for technical/parking purposes. Parking dimensioning requirements are also stated as general rules (e.g., minimum 11.50 m² outdoor parking area per space; box width 3.50 m; space width 2.30 m; closed garages width 4.0 m). Archaeological-sensitive interventions may require prior opinion from the municipal archaeology service.

Existing buildings in Partial Protection I/II may undergo reconstruction, conservation and alteration for TER, tourism-animation support and qualifying public collective equipment, subject to sustainable utility/access conditions.
  • Art. Article 37 — Motorhome Service Areas and Motorhome Reception AreasAllows motorhome service/reception areas in rural land only outside the coastal strip, where they do not prejudice the dominant agricultural, forestry or other rural uses. It prefers locations near public roads and infrastructure-served rural land; necessary infrastructure should connect to existing public water, sanitation and electricity networks, with autonomous sustainable systems only exceptionally and under strict project justification. Exterior surfaces should be permeable or semi-permeable.
  • Art. Article 128 — Exemption from Transfer to the Municipal DomainAllows total or partial exemption from municipal land-transfer requirements where collective green/equipment areas are unviable or cannot be properly integrated, including where this is manifestly impossible for tourism developments in rural land. An exemption is compensated by payment in cash or in kind under the municipal regulation.
  • Art. Article 36 — Urban and Landscape IntegrationApplies broadly to rural and urban operations. The municipality may impose conditions on terrain modelling, the urban solution, public-space areas, building siting and volumetric form to ensure correct urban and landscape integration. Projects may be required to use specified materials/colours, landscape screening, effluent controls, safety measures and traffic-impact mitigation.

At least 75% of a green-space cession must be a single continuous parcel; parcels below 200 m2 or with width equal to or below 5 m within public streets are not accepted. Equipment land counts only where an uncovered 22m x 44m rectangle can be inscribed.
  • Art. Article 36 — Urban and Landscape IntegrationAllows the municipality to impose conditions on terrain modelling, urban design, public-space areas, building siting and volumetric configuration where a detailed plan or subdivision does not regulate them. It can also require visual and landscape integration, environmental safeguards, safety measures, and protection of traffic and public-road circulation.
  • Art. Article 33 — General Provisions for Making Land Uses ViableProvides general development viability conditions: activities and installations must not create unmitigable safety, functional, environmental or landscape harm; must protect geodetic-marker visibility; and must avoid artificialising natural drainage lines or removing protected riparian and native vegetation. Effective urbanisation or detailed plans prevail within their areas.
  • Art. Article 5 — DefinitionsDefines terms relevant to interpreting the urban-land and road-infrastructure rules, including urban infrastructure, road infrastructure, subdivision operations, buildability parameters, soil-occupation index, land-use index, setbacks and urban land. It is interpretive support rather than a zone-specific buildability regime.

  • Art. Article 87 — Buildability RegimeThis is the governing buildability regime for the Areas of Dispersed Development of the Barrocal. It sets maximum construction areas, floors, façade heights, a minimum plot area and access requirement for housing, agricultural/forestry support facilities, complementary uses and specified rural tourism uses. Parameters for dominant and complementary uses are not cumulative except where expressly provided.
  • Art. Article 86 — Land Use and OccupationFor the Areas of Dispersed Development of the Barrocal, the regime seeks infill while containing building, protecting landscape/environmental values and retaining agricultural and forestry production. Dominant uses are housing, with a maximum of two dwellings including annexes, and agricultural/forestry support facilities. Local commerce/services, collective recreation/leisure facilities, civil-protection buildings, and tourism accommodation/rural tourism including rural hotels are complementary uses. Conservation, reconstruction, alteration and extension of existing buildings are permitted regardless of use, as are new housing and compatible complementary-use buildings.
  • Art. Article 85 — IdentificationIdentifies the Areas of Dispersed Development of the Barrocal as low-concentration development structured along the existing road network. It requires containment, territorial ordering and infrastructure provision, using appropriate solutions and, where necessary, autonomous systems.
  • Art. Article 46 — PrinciplesSets general principles for rural land: it is intended for primary-sector productive functions and ecosystem/natural-value conservation. New buildings or changes of use do not oblige the municipality to provide urban infrastructure or services unless legally required. Vegetation removal is limited to what is strictly necessary for buildings and access.
  • Art. Article 47 — Prohibition of Dispersed DevelopmentGenerally prohibits dispersed development in rural land, while expressly excepting new isolated buildings, works to existing buildings, isolated hotels, support buildings, RERAE regularisation operations, and qualifying public-interest collective facilities, structures and infrastructure. Renewable-energy infrastructure is also compatible in the listed rural categories. The Barrocal dispersed-development designation has its own specific regime in Articles 86 and 87.
  • Art. Article 51 — Setbacks, Boundaries and Relocation of BuildingsGeneral rural-land setbacks apply to buildings, walls and fences along municipal roads and paths. It also regulates wall heights and permits exceptional relocation of a pre-existing building within its property where the applicable category/subcategory rules, public-interest grounds and safety/health requirements are met.
  • Art. Article 50 — Conservation, Alteration and Extension Works to Existing BuildingsApplies generally in rural land to conservation, alteration and extension of volumetrically defined existing buildings. It permits housing, public-interest uses, rural tourism, tourism accommodation, collective social/cultural facilities, restaurants and other rural-compatible activities, subject to landscape integration, no increase in pre-existing floors, and sustainable autonomous infrastructure where public connection is not economically viable. It establishes cumulative maximum built areas by use, with an exception for qualifying collective facilities of recognised public interest.
  • Art. Article 48 — New Isolated BuildingsProvides the general rural-land regime for new isolated farmer housing, uses associated with agricultural, livestock or forestry operations, small first-processing units, and rural tourism/tourism accommodation. It requires a viable agricultural/agroforestry operation in most cases, autonomous sustainable infrastructure where public connection is not economically viable, and special conditions for farmer housing. The designation-specific Article 87 remains the more directly applicable parameter regime for the Barrocal dispersed-development area.
  • Art. Article 49 — Support BuildingsAllows lightweight, removable support buildings required by agricultural, agroforestry, forestry or livestock operations, if confirmed by the competent sectoral services and if no building already exists on the property for the same purpose. It gives reference areas by agricultural/forestry type and livestock headcount, plus a PNRF height limit.
  • Art. Article 39 — Integration and Transformation of Pre-Existing Developments and Planning CommitmentsDefines pre-existing developments and planning commitments. Non-conforming pre-existing developments or commitments may be altered or extended where restrictions allow, if a new use reduces non-compliance or improves urban/landscape integration, or where extension is proven strictly necessary for the viability of the use and complies with the applicable rural rules. Planning commitments lapse if not materially executed within the legal period; the stated period for specified subdivision purposes is 10 years.
  • Art. Article 38 — Campsites and Caravan ParksNew campsites and caravan parks in rural land are only allowed outside the coastal strip and require a prior Rural Space Intervention Plan (PIER), four- or five-star classification, terrain adaptation and permeable surfaces. Common-use and sanitary buildings have a maximum of one floor, exceptionally two floors where technically, topographically or landscape justified; their maximum construction area follows the applicable installation requirements.
  • Art. Article 52 — Isolated Hotel EstablishmentsAllows isolated hotel establishments—hotels of at least 3 stars and inns—only in Santa Bárbara de Nexe and the Union of Parishes of Conceição and Estoi, subject to tourist-bed allocation, minimum property size, density, concentrated construction and implementation agreement. It may be relevant only if the Barrocal site is within those locations.
  • Art. Article 37 — Motorhome Service Areas and Motorhome Reception AreasMotorhome service/reception areas are allowed in rural land only outside the coastal strip, where they do not prejudice dominant rural uses. Where infrastructure is needed, connection to existing public water, sanitation and electricity networks is required; autonomous systems are exceptional and must be strictly justified. Exterior surfaces should use permeable or semi-permeable materials.
  • Art. Article 36 — Urban and Landscape IntegrationApplies to urban operations generally, including rural land. The municipality may impose conditions on landform, development layout, public-space areas, building siting and volumetric configuration, and may require measures for visual/landscape integration, effluent control, safety and traffic protection.
  • Art. Article 113 — Dimensioning CriteriaSets generally applicable parking requirements for new buildings, including single-family housing, commerce, services, rural tourism, hotels, campsites/caravan parks, industry and warehouses. It also requires a mobility study for collective-use facilities and for large commercial, industrial, warehouse or workshop developments exceeding 2500m 2.

  • Art. Article 50 — Works for Conservation, Alteration and Extension of Existing BuildingsPermits conservation, alteration and extension of existing, volumetrically defined rural buildings, generally excluding agricultural supports and agricultural warehouses as prior uses. Permitted purposes include housing, public-interest uses, TER/TH, collective social and cultural facilities, restaurant uses, and other uses compatible with rural land. Extensions cannot increase existing floors and must use sustainable autonomous infrastructure if public-network connection is not economically viable. It fixes maximum total built areas of 300 m2 for housing, 500 m2 for other purposes, and 2000 m2 for TER; where uses coexist, up to 2800m2 may be reached subject to each use limit.
  • Art. Article 47 — Prohibition of Dispersed BuildingDispersed building in rural land is prohibited, except for the specified new isolated buildings, existing-building works, isolated hotels, support buildings, RERAE operations, and qualifying public-interest facilities and infrastructure. Renewable-energy production facilities and infrastructure are expressly compatible with rural land in Agricultural Production Spaces, among other listed rural categories.
  • Art. Article 51 — Setbacks, Boundaries and Relocation of BuildingsSets rural-road setbacks, wall and fence heights, and exceptional rules for relocating an existing building within the property. Buildings must be set back from municipal-road and municipal-path centrelines; walls and fences have separate setbacks and height limits.
  • Art. Article 52 — Isolated Hotel EstablishmentsAllows isolated hotel establishments—hotels of at least 3 stars and inns—subject to location in Santa Bárbara de Nexe or the Union of Parishes of Conceição and Estoi, tourist-bed allocation, a 5-hectare minimum property, maximum density of 12 beds per hectare and 160 beds, concentrated development, and generally no more than two floors. Implementation requires municipal contracting.
  • Art. Article 38 — Camping and Caravan ParksNew camping and caravan parks outside tourism development nuclei are allowed in rural land only outside the coastal strip, subject to a PIER and prior municipal agreement, four- or five-star classification, terrain adaptation, permeability and landscape-integration conditions. Complementary accommodation installations are prohibited. Common-use and sanitary buildings are generally limited to one floor, exceptionally two floors for technical, terrain-morphology or landscape-integration reasons.
  • Art. Article 39 — Integration and Transformation of Pre-existing Developments and Urban CommitmentsProvides the general regime for pre-existing activities, installations, buildings and facilities, and protected urban commitments. Non-conforming pre-existing development may be altered or extended where it reduces non-compliance or materially improves landscape/urban integration or architectural quality; extensions must be strictly necessary to the installed or proposed use. Urban commitments cease if not physically implemented within the relevant period, including the stated 10-year period for the referenced subdivision cases.
  • Art. Article 41 — Regularisation of Urban Development OperationsAllows regularisation of older uncontrolled existing activities, uses and urban-development operations, including in rural land, subject to proof of pre-existence, compliance with applicable restrictions, safety and landscape/urban integration. Where an extension is allowed, the parameters of the applicable land category or subcategory govern. Connection to existing public infrastructure, or sustainable autonomous systems where connection is impossible, is required.
  • Art. Article 44 — Prohibited and Conditional ActivitiesApplies where the rural property lies in the coastal zone or PNRF. It prohibits, among other matters, intensive livestock production, permanent greenhouses, and certain industrial and waste activities in PNRF. Outside urban perimeters, subdivisions and construction, reconstruction, alteration, extension and demolition works are conditional on an opinion from the competent authority. It also lists nature-tourism types potentially permitted in PNRF, subject to conditions and four- or five-star classification.
  • Art. Article 37 — Motorhome Service Areas and Motorhome Reception AreasMotorhome service and reception areas are allowed in rural land only outside the coastal strip, provided they do not prejudice dominant agricultural, forestry or other rural uses. Where infrastructure is needed, connection to existing public water, sanitation and electricity networks is required, with autonomous sustainable systems allowed only exceptionally and under strict, project-justified conditions. Exterior surfaces must use permeable or semi-permeable materials unless impermeable areas are technically justified.
  • Art. Article 59 — Criteria for Selecting ProposalsSets minimum qualifying criteria for rural Tourism Development Nuclei (NDT). The continuous minimum land area is 25 hectares in the South Coast and Barrocal Territorial Unit, or 70 hectares in a classified area. Infrastructure-served and built land may not exceed 30% of the NDT area. Density is limited to 60 beds per hectare, or 100 beds per hectare on hotel-only parcels; in classified areas, 20 beds per hectare, or 30 beds per hectare on hotel-only parcels. At least 60% of building must be delivered simultaneously with urbanisation works.
  • Art. Article 53 — Tourism Developments Outside Urban PerimetersNew tourism developments outside urban perimeters are generally subject to the Tourism Development Nuclei model, except for the separate regimes for isolated hotels, TER/TH and camping/caravan parks. Faro's assigned regional tourist-bed allocation is 1030 beds.
  • Art. Article 113 — Dimensioning CriteriaSets generally applicable parking requirements for new buildings and for subdivision or subdivision-equivalent operations. It includes rural-tourism and hotel parking standards, camping/caravan park parking, and industrial/logistics/warehouse parking. It also requires a mobility study for collective-use facilities and, for commerce, industry, warehouses and workshops above 2500m 2, a traffic study.
